This is the first time Little Cup appears as a tier. Due to the increase in Pokemon, as well as the low stats that most Stage 1 Pokemon had, this tier was created to allow Stage 1 Pokemon to compete.
Few Pokemon who used to be single-evolutions, such as Murkrow and Scyther, are banned due to their extremely high base stats compared to other Pokemon, such as Bulbasaur and Sandshrew.
